In August 2025, the newly revised Code of Professional Ethics and Practice Discipline for Patent Attorneys (hereinafter referred to as the "Code") was officially issued by the All-China Patent Agents Association. As an industry guideline centered on "practicing in accordance with the law and acting in good faith", its promulgation has established clear behavioral boundaries and value orientations for the development of the patent agency industry.
As a member of the "First Batch of Precision Service Guarantee List for Patent Agencies", Licheng has responded to the call of the Code through practical actions. It promptly organized all staff to carry out special learning sessions and incorporated the requirements of the Code into the core practice guidelines of the agency.
The Code of Professional Ethics and Practice Discipline for Patent Attorneys clearly stipulates that patent agencies and patent attorneys shall practice in accordance with the law, abide by the principle of good faith, and prohibit unfair competition.
Currently, some agencies in the industry engage in vicious competition through low-price strategies. This not only harms their own interests but also disrupts market order and undermines the overall image of the industry.

Currently, the price of some patent agency services in the market is excessively low, making it difficult to guarantee high-quality service delivery. In the long run, this will damage clients' interests and the industry's reputation.

We will formulate scientific and reasonable charging standards based on factors such as service content, complexity, and innovative value.
